Clock-La was an evil creation made by the union of Constable Neyla and the Clockwerk parts. Constable Neyla was a deceitful character in Sly 2: Band of Thieves who at one point, seemed to be on everyone's side. She would always eventually betray them though, proving that in the end, she only cared about herself. Neyla served as Arpeggio's protegee. Arpeggio admired how Neyla could be persuasive and considered her a valuable addition to his team. This would evantually prove to be the ultimate mistake, as Neyla would betray Arpeggio, just like she betrayed everyone else she was involved with. Neyla even posed as a member of Interpol alongside Inspector Carmelita Fox. Unsurprisingly, Carmelita and Neyla often bumped heads, as their motives for their actions were obviously vastly different.
After Neyla betrayed Arpeggio, she marged with the Clockwerk parts and became Clock-La. Along with the physical manifestation, Neyla also adopted Clockwerk's power of hatred. This resulted in Clock-La seeking out the Cooper Gang to attempt to end the Cooper line once and for all. Eventually, Clock-La finds the Cooper Gang and engages in a battle. During this battle, Clock-La is so filled with hate, that she is constantly ranting about that hatred. During these rants, Clock-La reveals the mystery of how the hatred of Clockwerk never died: The Hate Chip. The Hate Chip was located within the Clockwerk parts, meaning that Clock-La had it too. After grounding Clock-La, the Cooper Gang find The Hate Chip, and with the help of Carmelita, they destroy it, ending Clock-La, and preventing any possible return of Clockwerk from ever happening again.
